Keynote Speaker:
Ernst Csiszar

Mr. Csiszar will share his views on the captive insurance industry. He is a past President and Chief Executive Officer of the Property Casualty Insurers Association of America, the property and casualty industry's principal trade association. Prior to that time, Mr. Csiszar was Director of Insurance for the State of South Carolina and also served as President of the National Association of Insurance Commissioners. Prior to joining the South Carolina Department, Mr. Csiszar served as President and Chief Executive Officer of the Seibels Bruce Group, Inc. in Columbia, SC. Mr. Csiszar holds a Bachelor of Arts in mathematics and philosophy from the University of Windsor and received his LLB from the University of Windsor School of Law.

 





J. Alan Day, TD Banknorth Wealth Management Group, Vice-President and Senior Portfolio Manager

J. Alan Day has been with TD Banknorth since October, 1983; serving a Chief Financial Officer of a subsidiary bank; Director of Investments for the holding company; Economist for the Wealth Management Group; and currently as a Senior Portfolio Manager in the Wealth Management Group.

Mr. Day has been part of the TD Banknorth Captive Management Team since 1994, specializing in captive insurance company investment portfolio management. He has participated in Vermont Captive Insurance Association annual conference seminars. Additionally, he has helped write with Tina Truax McCuin articles published in Captive Review. 

J. Alan Day is a graduate of The Ohio State University and Stonier Graduate School of Banking. Most recently he has completed five seminar courses sponsored by the International Center for Captive Insurance Education.

 



Tina Truax McCuin, ARM, ACI, TD Banknorth Wealth Management GroupSenior Vice President, Captive Insurance Manager

Tina Truax McCuin has over 16 years of corporate trust and captive insurance experience with our company. She is responsible for the management and new business development of captive insurance trust and investment management relationships. Her area of expertise is in delivering specialized investment management programs to our captive insurance clients. 

Ms. Truax McCuin is a member of the board of directors of the International Center for Captive Insurance Education (ICCIE). She is also the chair of ICCIE’s Development Committee and a past member of the board of directors of the Vermont Captive Insurance Association (VCIA). She is a member of the VCIA’s Conference and Strategic Planning Committees.  She was the first woman recipient of the VCIA’s Captive Crusader Award for recognition of member service, responsiveness, enthusiasm and unwavering support of VCIA.

Ms. Truax McCuin holds a B.S. from the University of Vermont and a M.S.A. from St. Michael’s College. She earned her Associate in Risk Management designation through the Insurance Institute of America and her Associate in Captive Insurance designation through the International Center for Captive Insurance Education.

Tom Doran's business career and professional development major stages:

• Bachelors of Business Administration from Pace University, NY
• Licenced New York insurance broker.

1982 – joined Pan Atlantic Reinsurance Company in Galway Ireland in the accounts department

1984 – joined Mulryan and Associates, doing personnel and commercial broking, together with running the office and looking after financial affairs of the company.

1987 – joined Guy Carpenter New York as Trainee Broker in the North American Broking Division, gained valuable experience. One such opportunity lead me into the area of financial reinsurance.

1994 – After 7 years in NY, he moved home to Ireland, where he joined Hannover Re Advanced Solutions. During his time with HR ASI, he has become the Head of Underwriting in Dublin with a team of 9 currently which will develop and expand even further in the not to distant future.

For 2005 and 2006, he was Chairperson of DIMA (Dublin International Insurance and Managers Association), representative body for the international insurance, reinsurance and captive managers in Ireland.

 



Lawrence W. Cook,
Second Vice President of Marketing for Discover Re


Lawrence W. Cook's focus is on production of new captive programs along with managing existing group captive programs. Discover Re Captive Programs (SMG) provides fronting and reinsurance for over 60 captive programs representing over $500 million in gross written premium.

Lawrence has more than twenty four years of captive and alternative risk financing experience, having worked with ACE Captive Solutions as Vice President, Risk Design Group as a consultant, Arch Insurance Company/First American Insurance Company as Vice President and Member of the Board of Directors. Prior to joining Arch, Lawrence held several positions at TIG Insurance, Alternative Market Group and had been a Director of TIG (Bermuda) Ltd. and President of Gateway Insurance Ltd. (both Bermuda rent-a-captives facilities). Prior to Joining TIG, Lawrence had been President of Drayton Company Ltd. (a Bermuda association captive) along with President of Drayton Risk Retention Group, Ltd (a Vermont Risk Retention Group). Lawrence started his insurance career with Johnson & Higgins.

 


Carol A. Frey
, Vice President, Client Services & Business Development, ACE Risk Management, National Captive Practice Leader


Carol Frey is Vice President, Client Services & Business Development of ACE USA’s ACE Risk Management division, which is part of ACE USA. In this role, she has national responsibilities for client retention and business development for ACE Risk Management, which offers a full spectrum of risk financing alternatives of U.S. casualty exposures. Ms. Frey also serves as ACE USA’s National Captive Practice Leader, offering consultative and alternative program structure solutions for both existing and prospective ACE clients.

Ms. Frey joined an ACE USA predecessor company, CIGNA Property & Casualty, in August, 1987, and has held a variety of financial, underwriting and account management positions focusing on the large account marketplace for both active and runoff portfolios. During her tenure, Ms. Frey spent nine years in ACE USA’s International & Specialty Division, managing underwriting activities and structuring foreign casualty products, including captives, for Fortune 500 U.S. multinational clients.  

Ms. Frey received both her Bachelor of Arts degree in Psychology and M.B.A. degrees from the University of Delaware. She has authored a variety of articles focusing on captive and alternative risk as follows: “Collateral: The Ultimate Balancing Act,” in Bermuda Captive, September 2005; “Guidelines for Selecting Fronting Carriers in an Era of Change,” U.S. Captive, April 2006; “Preserve Your Captive’s Capital: Planning for Catastrophe Events,” Risk Factor, December 2005; and “Captive Collateral Concerns,” Rough Notes, October 2005. Ms. Frey is a frequent speaker at industry conferences and is actively involved with the Vermont Captive Insurance Association (VCIA), serving on its Conference Planning Committee and Chair of the Strategic Committee.

 


James Mounty, Associate Director, Miller

James Mounty heads up the Alternative risk department within Miller’s reinsurance business unit, specialising in the structuring and placement of complex insurance and reinsurance contracts. James is also acting Managing Director of Miller Bermuda, where he has responsibility for overseeing all Miller group business on the island.

 


Cliff King, CPCU, ARM

Mr. King is a graduate of Arizona State University in 1971 with degree in General Business Administration. He was commissioned in US Army Reserve in September 1971 and served 8 years active reserves.  His highest rank attained was Captain. Hi experiences include: USF&G in Phoenix, Sacramento and New Orleans in underwriting and management positions, July 1972- April 1980; Hartford Insurance Group in Sacramento in underwriting and management positions, April 1980 to February 1993; CIGNA underwriting vice-president in Sacramento, February 1993 to May 1994;  RVP/branch manager in Phoenix May, 1994 to April 1995;  MacCready & Gutmann Insurance Services, managing general agent for Republic Western Insurance Company – underwriting manager in Reno April 1995 to November 1996; A and H Insurance Agency in Reno and Las Vegas (Brandise & Martinet)  as account executive and insurance examiner for Western Insurance Company (owned by A and H)  November 1996 to July 1998;  Division of Insurance, Chief Insurance Examiner and Supervisor of the Property & Casualty Section, July 1998 to December 2003; Division of Insurance, Chief Insurance Assistant to the Commissioner, December 2003.

Mr. King also teaches the Associate in Risk Management program courses (ARM 54, 55 and 56) part-time at Western Nevada Community College in Carson City, NV. Married with four children ranging in ages 28 to 32 and five grandchildren, his wife, Mary, works for the Nevada Department of Education in Carson City.

 


Charles J. (“Chaz”) Lavelle
, Greenebaum, Doll & McDonald, PLLC

Chaz is a Member of the Louisville, Kentucky practice of Greenebaum, Doll & McDonald, PLLC. His area of concentration is federal income taxation. Chaz has more than 25 years of experience in income tax law. He is an accomplished attorney and a frequent speaker and presenter. Chaz is most often noted for his win of the famed Humana case. Chaz is listed as one of “The Best Lawyers in America” Taxation and has been since 1993. He received his undergraduate degree from the University of Notre Dame and his law degree from University of Kentucky. He went on to receive his Masters of Law in Taxation from New York University.

 




Kenneth E. Carlton III FCAS, MAAA, FCA, Consulting Actuary, prinicipal of Milliman

Ken is a principal with the Boston office of Milliman, working out of its Manchester, New Hampshire, location. Ken joined the firm in 1994. Ken has 25 years experience in the property and casualty insurance industry, including 15 years as a consulting actuary. His consulting experience includes professional liability, general liability and personal lines ratemaking, loss reserve analysis for all lines of property and casualty insurance, evaluation of insurance companies for acquisition purposes, preparation of feasibility studies, and alternative risk financing analyses. Ken provides loss reserve opinions to insurance companies and captives located throughout the United States, Bermuda, and Barbados.

Ken was formerly the Northeast regional director for the casualty actuarial/risk management consulting practice of a large national accounting firm. Prior to becoming a consulting actuary, he worked for a major insurance carrier. His duties included loss reserve analysis, personal and commercial lines pricing, and production of underwriting and managerial reports for senior management.

 


Michael Meehan of Millman


Michael C. Meehan, CIC, Actuarial Analyst and Regional Marketing Coordinator, Milliman, Inc.

Mike works out of the Boston office of Milliman and has over 13 years of experience in the property and casualty insurance industry.  Mike has experience with loss reserving, ratemaking, feasibility studies, and financial pro forma financial projections for captives and risk retention groups.

Mike currently serves on the Board of Directors of the Vermont Captive Insurance Association (VCIA) and is a member of the VCIA’s Conference Committee (former chair) and Communications Committee.  Mike currently serves on the Strategic Planning Committee of the Arizona Captive Insurance Association.  Mike is also a past recipient of the VCIA Captive Crusader Award and a former member of the VCIA Legislative Committee.

Mike holds a B.S.in Mathematics from Bentley College (MA) and he joined Milliman in 1993.
 


Magali Welch, CPA, CA, AIAF, partner, Johnson, Lambert & Co.

Magali Welch is a Partner in the Burlington, Vermont office of Johnson Lambert & Co, a leading provider of services to the alternative risk industry. Magali has over twelve years of experience serving a wide variety of captive insurance companies and risk retention groups in a number of domiciles, as well as serving commercial insurance companies. In addition to accounting and auditing expertise, Magali has significant experience in taxation of insurance companies and in providing consulting services. Prior to joining JLCo, Magali was an associate for an accounting firm in Montreal, Quebec for four years. She is a graduate of University of Quebec at Montreal and College Bois-de-Boulogne at Montreal.
 




Gary Bowers, Tax Partner, Johnson Lambert & Co.

Gary Bowers is a Tax Partner in Johnson Lambert & Co.'s Raleigh, North Carolina office. He has overall responsibility for the firm's tax services.

Gary has extensive experience in corporate tax planning, corporate reorganizations, and negotiations with IRS Officials within the financial services sector. He proactively works with clients to understand their business, mission and goals in developing tax-planning strategies. Gary is experienced in the development of business solutions for corporate clients resulting in significant federal, state and local tax savings.

Before joining Johnson Lambert & Co. in 2001, Gary directed the Carolinas/Florida area financial services tax practice at Ernst & Young, LLP. He was a senior tax executive with experience in developing complex business solutions for corporate tax clients. Gary began his career at KPMG, LLP, in Atlanta, GA. After earning his B.B.A. degree at the University of Georgia, Gary attended Georgia State University where he earned the equivalent of a Masters in Taxation.

Gary and his family live in Cary, North Carolina. Gary enjoys golf and spending time with his family.

 


Doug Crowell, VP and CFO, CPC Logistics Inc.

As a licensed CPA and member of AICPA, Doug joined CPC in 1984 and oversees all of CPC’s financial and tax matters and manages our multiple departments supporting these areas, including Accounting, Finance, Insurance Risk Mgmt, HR, Payroll & Invoice, IT and Medical Benefits.

 




Kevin Doherty, Burr & Forman, LLP.

Kevin practices with the firm’s Insurance group. His experience concentrates on insurance regulatory law, with particular emphasis on captives, risk retention groups, self-insurance funds, and other alternative insurance vehicles. Kevin also practices entertainment law and represents recording artists, publishers, songwriters, and musicrelated companies in connection with all types of music industry agreements and transaction. Kevin is admitted to practice in Tennessee (1999), Georgia (1990) and New York (1986). He is a member of the Tennessee Bar Association, the Nashville Bar Association and the State Bar of Georgia. Kevin also serves as the Chairman of the Middle Tennessee Better Business Bureau. Kevin is an avid lecturer on Insurance Law. Don Spann, CFE, Utah Captive Insurance Drector

Effective October 16, 2006 Donnie R. Spann, CFE, became Utah's first full-time Captive Insurance Director. "Don" comes to Utah with a strong regulatory background including experience working with captive insurers in the state of Tennessee.

Don began working for the Tennessee Insurance Department shortly after graduating from Austin Peay State University in 1976. With a Bachelor of Science degree in Business Administration and Marketing, he began as a field examiner performing the statutory examinations of insurance companies. In 1985 he obtained his CFE designation (Certified Financial Examiner) and was appointed Chief Examiner in 1988 where he continued to serve until his retirement in 2006. His tenure as Chief Examiner was one of the longest running terms in the country. Mr. Spann has also served as the National President of the Society of Financial Examiners (SOFE), Vice President, Treasurer/Secretary, and Program Manager for the organization. He has deep experience on many committees of the National Association of Insurance Commissioners (NAIC).

Don brings excitement to Utah as he begins promoting Utah as a premier captive domicile. With Utah's strong economy including construction, information technology, health services, recreational, and financial services, the captive industry will greatly benefit Utah's economy. He hopes to attract industry nationwide who desires to experience the beauty of Utah. Don maintains that once companies have seen all the state has to offer, the decision to choose Utah will be an easy one.

With a strong infrastructure and easy access to Governor Huntsman, the Legislature, Commissioner Michie, and captive regulators, the elimination of captive premium taxes makes Utah a strong domicile. In addition, the establishment of the Utah Captive Association will be of great benefit in attracting industry and service providers to our state. Don welcomes anyone interested in forming a captive insurance company or seeking additional information concerning the business environment for captive insurance.

He has always enjoyed visiting Utah and experiencing the variety of seasons and geographical beauty. He looks forward to making Utah his home. He is married to the former Linda Jensen from Grover, Wyoming. The Spann's have 7 children and 14 grandchildren.

 


Paul Newton, CPA, Senior Vice President of USA Risk Group of South Carolina, Inc.

Paul joined USA Risk Group of South Carolina in 2001, opening and managing the South Carolina office, which currently has ten employees and manages 35 captive insurance companies. As Manager of South Carolina operations, Paul is responsible for business development, financial statement review, overseeing the SC office, and serves as the primary contact for South Carolina clients and the South Carolina Department of Insurance. Paul earned a degree in Economics at Clemson University and completed a concentration in Accounting at the College of Charleston. A Certified Public Accountant since 1991, he has worked extensively in both public and private accounting and is active in the South Carolina Association of Certified Public Accountants. He was on the Board of Directors for the South Carolina Captive Insurance Association for the past three years, and continues to serve on committees. He is a member of the American Institute of Certified Public Accountants and the South Carolina Association of Certified Public Accountants.
 


Paul N. Macey, A.C.I.I., Senior Vice President, USA Risk Group (Cayman) Ltd.

Paul joined USA Risk Group in late 2005 as Senior Vice President of USA Risk Group (Cayman), Ltd. In this position Paul is responsible for managing the Cayman office and dealing with all insurance related activities of client companies under management.

Paul has over 15 years of experience in the insurance industry, most recently as Partner and Insurance Manager of JLT Risk Solutions (Cayman), Limited. In this position, Paul was responsible for insurance related activities of client companies, including brokerage insurance technical support and program design. Paul is British and holds the Associate of the Chartered Insurance Institute, England.

 


Jeff Kenneson, Senior Vice President of Business Development, USA Risk Group, Inc.

Jeff Kenneson joined USA Risk Group as Vice President of Business Development for the group in December 2004. In this position, his primary role is to develop new business opportunities for the group’s captive operations located in Vermont, South Carolina, Arizona, Bermuda, BVI, Cayman Islands and USVI. Jeff is also responsible for heading up the Burlington, Vermont office location. Jeff was promoted to Senior Vice President of Business Development in June 2006.

Kenneson has 17+ years of experience in the captive industry, most recently as Director of Captive Operations at Smith, Bell & Thompson. Kenneson has experience working for a large broker as well as a single parent captive insurance company. Kenneson has also been involved in the formation of numerous captives, ranging from single parent to risk retention groups and association captives. He is an active participant with the Vermont Captive Insurance Association and other industry associations. Kenneson is a Certified Public Accountant and also holds the ARM designation. He is a graduate of the University of Vermont with a degree in Business Administration.
 




Gary Osborne, President, USA Risk Group, Inc.

Gary Osborne is President of USA Risk Group. In this role he is responsible for developing innovative alternative and traditional risk strategies and programs for clients and prospects of USA Risk Group (USARG). Gary is also responsible for oversight of the captive and alternative market divisions of USA Risk Group. Gary has been working in the alternative market for twenty years, having held positions in Bermuda, Hawaii and Vermont. He has been involved in the establishment of numerous single parent captives, association captives, risk retention groups and traditional group insurance programs. He has spoken at the CPCU annual meeting, RIMS, the American Society of Association Executives conference, the Hawaii , Vermont, CICA, IBC and South Carolina Captive Conferences. He has served as treasurer of the Hawaii Captive Insurance Council and as the Chairman of the Legislative Committee of the Vermont Captive Insurance Association. He currently serves as a director of the NRRA where he is also the chairman of the membership committee. He is also a faculty member for the International Center for Captive Education.

Gary joined USA Risk Group in October 1995 as head of the company’s Hawaii operations and relocated back to Vermont in November 1996, where he was promoted to Senior Vice President of USA Risk Group. Gary was promoted to President of USA Risk Group in July 2004. From February 1994 to October, 1995, Gary was Vice President of Sedgwick Management Services (U.S.) Limited in Hawaii. During this time, Gary was responsible for the Hawaiian domiciled captives of Sedgwick Management Services (U.S.) Limited.

In October 1985, Gary joined Price Waterhouse in Bermuda and worked on the audits of a number of captive insurance companies.
